P. Milloni and his paper

Hello,

I have been told that P. Milloni, a Los Alamos' physicist, wrote a
paper called "Why l(l+1) instead of l±" in the American Journal Of
Physics, few years ago.

Anyone know how could I get any access to such a paper ? Or how could I
get a email to contact him ?
