No. Consider the difference between a number state containing
a single photon, a coherent state containing an averege of
one photon, and a thermal state with an average of one photon.
At best you can say that EM radiation takes the form of almost
all vacuum plus a tiny amount of one-photon state in an incoherent
mixture.
I make no comment on whether this distinction affects the substance
of your argument.
