If you have to ask, it's probably not worth the trouble. Scientific
research is communicated via journals. You should be familiar with the
journals in your field, and thus know which would be appropriate. If
you are not familiar with them, how do you know that your results have
not been obtained by someone else?

the article will be rejected, is it good practice to resubmit it into
another journal?
It depends on the reason for the rejection.
