Probably not.
If you run IP based spam blocks you see (successful) spam in cycles
as most all the existing sources get blocked then new sources come
on line.
If you run content based spam blocks you see cycles as the spammers
find ways to get around the current content algorithm and the
algorithms improve.
You also see cycles around holidays; most spam is not 100% automatic
and even spammers sometimes take the day off.
