Do a calculation for once. The observer onthe disk sees an electric
field in the radial direction of the disk, since that observer is
moving at some velocity relative to the B field (which is no different
than the B field moving relative to the observer):
E' = \gamma\beta x B
\beta = w x r/c, \beta x B = (1/c)(w x r) x B = w.B r/c
E' = w.Br/sqrt(c^2 - (wr)^2)
Integrate that to the potential difference between the rim and axle.
