There is no arc involved in charging the belt of a van de Graaff
machine.
You need free charges to attach themselves to the belt.
If you just let a conductor scrape against the belt, very little
charge would be transferred to the belt, because of the work function
of the conductor.
You need a fine comb of needles kept at a high potential, so that a
brush discharge from them can occur.
