The closer you are to a base station, the less power your phone needs to
radiate, and therefore the less energy you receive. Thanks to the
inverse square law, the transmitter in the hand gives a far higher field
strength than the one up the pole.
And when you have to resort to metastudies to get statistical
significance, my money is definitely on NOT.
