As I recall from the zillions of Lego toys that my kids played with
when they were young, (expecially the ones that I stepped on...OUCH!)
the propeller on a Lego plane has C(n) symmetry. The blades are
wedge-shaped, sort of blunt in their leading edges, and have a bit of
a "scoop" to them. So a Lego propeller may indeed spin
unidirectionally with transverse flow.
The turbine you have DRAWN, however, has precise D(n) symmetry. My
arguments have always been directed towards your design as presented
on your website.
The turbine design that you have presented is truly horrible, as
regards your stated purpose.

Your engine will be horribly inefficient unless you introduce valves.
