I don't think that's a good way to put it. 186,000 miles/second +
186,000 miles/second = 372,000 miles/second. It's just that addition
is not the right way to determine relative speeds of physical objects.

If you point two lasers at the moon and move them so that the spots move
186,000 miles/second in opposite directions, the distance between them
changes at 372,000 miles/second.
