 In base 4 the 4 is incuded as one equal part.
Even it its wrote 10 it is still 4.
 THE QUESTION IS NOT ABOUT DIGETS idiot.
  IF you want to know what any base includes contains or is made up of
it is made of parts with equal values.
 So wolfram din't know what a base even was and wrote that crap.
  He disobeyed a rule of math.
OR meybe you don't understand maybe he was talking digets and he is
wrong twice.
  0 is still without any value and against the equal part rule of a
number or base.
  Base of identical parts , each part has a value of exsactly 1 . No
more no less .
0 don't have a value and is not a identical part.
Base 10 contains 10 equal parts.
Base 4 contains 4 equal parts .
No more no less.
  Thats why they print $ 10 on it.
 Its 100 cents 10 times ,
