Well, operating systems have been written in Ada, ALGOL[1], BLISS, C,
JOVIAL, NELLIAC, PL/I, PL/S and quite a few others. I'd say that any
language with strong typing, string primitives, dynaminc allocation
and enforcement of array boundaries is suitable, with a small amount
of supporting code in assembler.
[1] And variants called DC ALGOL and ESPOL.
