Just as there will always be poor, there will always be morons. In the
past, the morons were able to be heard by self-publishing, which posed a
slight barrier due to cost. I have a book one idiot publushed in the
'50s about his theory of electrostatics, complete with carefully
hand-drawn charts and graphs. Now, with (essentially) free internet
access, many more morons can yip and yap.

I agree, feel free to complain to the ISP. However, trying to ban
people from open forums is a bad idea. "Speaker's corner" in Hyde Park
and the eqivalent spaces here in the U.S. serve a valuable purpose.
Morons that yip and yap generally don't pick up guns, for one thing.
Free expression of ideas is an important concept.
