Head Start has not closed any gaps. Blacks are still behind in reading,
math and science (these are aggregrate statistics). Of course you will
find some black students who do very well, but the averages are not good.

Its a cultural thing. If kids grow up in houses with no books, no strong
male presence, what you will get is underclass crapdoodle, as sure as
the sun rises in the morning. You cannot make a Gucci Bag from a pig's
tuchass.
