No, take two objects, one hot and the other cold,
now combine them so that they both attain the same temperature, warm.
Useful work was released in the process,
and it would take work ( virtual-negative work ) to reverse the process.
Because of that, it's said that the initial state has less entropy
than the final state.
At the center of a supernova-cum-black-hole,
the entropy is effectively zero.
That process, by the way, takes more time than our universe actually has.
Hence, it makes no sense to talk about, or model, event horizons.
