This probably happened naturally as it did on every other large body but
without a magnetic field to deflect solar flares an atmosphere will get
blown away in time.
Titan is far enough away not to feel solar flares as much as the moon or
mars.
. So our moon too should be able to

What we need to do is to bring icy comets
> from the oort cloud and Saturn's rings and let them slow down so they
