The weather wasn't more extreem 1861 - That was just when they started
recording global temperatures.

Yup. Causes more "extreem" weather of all kinds.

Perhaps we can't afford to wait? US States already believe Global warming is
real and are taking some action. This neatly allows the national government
to escape any of the political consequences of imposing cuts. I didn't say
Bush was stupid.

Perhaps the rest of the world should tax imports from countries that haven't
signed up to Kyoto?
