I lived in West Germany 8 of my first 18 years. I never recalled, even in
American schools abroad, the term "primary education". FWIW, "K-12" and
"higher education" make more sense than "primary" and "secondary", IMO.
I should have stated, for clarity, that our "higher education" is second
to none.
