Actually, I did mean permittivity. For example, if it is in free space,
and has epsilon = epsilon_0, then its electric dipole moment will be zero.
This means that any scattering will result purely from the induced
magnetic dipole moment (and higher multipoles).
If not in free space, then any induced electric multipole moments will be
invisible if epsilon_sphere = epsilon_medium.
