the civilian population is evacuated to Britain, Jamaica and Madeira,
in order for Gibraltar to be fortified against the possibility of a
German attack. By 1942 there are over 30,000 British soldiers, sailors
and airmen on the Rock. The repatriation of civilians started in 1944
and proceeded for some six years although the majority had returned by 1946."

Gibraltar's tunnels were expanded during WWII so the British could put
in bigger and more modern guns and to provide bunkers for the troops.

While a few of the tunnels are as wide as a two lane road, most are
narrow as none of the bunker system was ever designed to be a transportation
system.

The tunnels today are museums, nature preserves, tourist attractions
with some of the big guns still in place, but for the most part abandoned.

It is not, and never was, a rail system nor was it a transportation
system.

It was a series of bunkers, gun emplacements, and bomb shelters.

What is stopping people with common sense, i.e. everyone but you, from
building huge underground rail networks is the knowledge that such a
thing is a huge waste of money when compared to alternate construction
and the knowledge that it would become an enormous maintenance money
pit just like the New York Subway system as shown in:
