well yes, you've hit upon the key point: the collision rate for a
single particle in a "thermal bath" of perticles will be dependent on
that single particle's velocity (and looking at it from your
perspective, relative velocity). This is exactly why some asumptions
used to derive phenomenological relations for collision rates are not
rigorous. A particle with a high velocity will have a higher collision
rate because it will take less time until it gets to a another
particle, and as you pointed out, it will also "catch up" to other
nearby particles sooner.
