The cover would behave like a shrink wrap for the items on deck
as soon as it was more than a few inches below the surface.
If you had a sub/boat/shallow submarine with watertight hull and very
reliable
bouancy control you might be good to 100 feet or so. Your cover might
be good for lazy people to avoid having to stow deck items.
To dodge really hairy storms you need to go down about 500 feet,
so you need a real submarine anyway.
