Hmmm, not knowing what you're going after or what your base is, here
are three books that I would recommend:
1. Feynman, R., QED - for a nontechnical but inimitably intuitive view
of electromagnetism in a quantum perspective
2. Penrose, R., The Road to Reality - for a slightly more technical
presentation of the mathematical side, which actually presumes nothing
more than Feynman's book, but does demand more work to get to a better
answer
3. Purcell, E., Berkeley Series: Electricity and Magnetism -
unquestionably the best introduction to classical E&M
As always, the best understanding comes from reading not one but
several books.
