An interesting idea, but I dont know hwo you would adjust for different
levels of expertese.
Also, scientific progress has always involved a churning cauoldron of
kookyness, from which truth somehow emerges.
I myself may even be a crank, but at least I know some calculus, and I try
to be polite & even solicit criticism because maybe my ideas really are
wrong. I have no way of knowing unless I keep on chipping away at it.
But when you consider someone like James Harris, it seems that restrictions
are in order. The man has been posting nonsense for over 5 years, with the
explicit intent of wasting people's time. It is an act of academic sabotage.
