Bollocks. Plenty of countries run reactors safely. Several even
run Tokamaks safely. (Actually, it would take some effort to
have any significant radiation accident with a Tokamak. The
working volume is very low density indeed.)
France got ITER because they were willing to drag up the cash.
Canada, for example, was not willing to commit to the support
required for the lab to be here. This is a big deal for research.
No bucks, no Buck Rogers.
And there's nothing wrong with this. It was, basically, an auction.
The fact that it was not all based on cash is not really relevant.
Canada, for example, tried to trade on such things as having a
fairly hefty quantity of Tritium ready to use. In the end, it
didn't count for enough.
