Hmm.
An interesting number might be how often does the existing filling station
network pump its own value in fuel.
If you're doing this as a government, to reduce your dependance on oil,
and improve balance of trade, then if done as part of an overall energy
policy, it could work.
Many new nuclear power stations, with electrolysis plants, and a hell
of a lot of orders for cryo hydrogen tankers.
