Help with science for novel.

I'm in the process of writing a novel and could use some help with some
of the technical aspects that will be discussed.
The novel is science fiction, so we don't need to worry about what IS as
much as what COULD BE (it just has to sound somewhat plausible).
I've been reading up on EMPs and HERFs, but I'm not sure if they're
exactly what I'm looking for.
I need some real-world basis for a fictional scenario where a weapon is
set off that permenantly prevents any form of electrical system from ever
working again.
>From what I'm reading about EMPs, etc., EMPs seem to short out electrical
systems, but then new systems could easily be built and work just fine.
Is there any theoretical process anyone could think of where some sort of
permanent electromagnetic field could be generated, preventing electical
systems from being able to function?
(Remember, this is for science fiction, so it can be purely theoretical.)
