electric field near an isolated conductor



Hello,

1.Possibly a simple question for most of you but, if you have an
isolated conductor like a standard electrical insulated wire, is there
an electric field near to it or is the field shielded by the isolator?
If there is a field how do you calculate the strenght of the field at
the surface of the isolator? If simpler, consider an insulator coated
spherical system.
2. How can we then calculate the force on a charge placed near the
insulated sphere?
