The employer likes 100 hard up laid off around as cheap labor.
Then the union wount ask for more money and wages come down .

..run 120 % till its full and then stop the factory ..sell 3/4 of it off
wile the plant runs at an idole .
The insurance is less .
The workers work for less.

The factory owner buys them up and rents them. Then he starts filling
up a bigger whearhouse floor ,,,peole come to work for 3 years ,,the
houses go up sharp in price.
he sells every house at 100 % profit.
Then he idols the plant and 30 % loose a house. This will prevent
anyone other then the plant owner from ever getting ahead and the top
plant people that never get laid off and still own homes and have health
coverage.
No one started consuming less .
The owner dont live from week to week.
he might work 4 years to 4 years on 2 off 4 on 4 off . The stock holder
knows that cycle .

plays a property tax game and drives property values up and down with
strange zonnings.

They might even want to make the property wothless via street gangs
