Energy Mass Conversion



Does Mass convert to Energy, at the same rate that Energy converts to
Mass?

I have just come across a new theory by Roger Penrose (Big-Bang ends
with another Big-Bang), and realized that the Mass to Energy/Energy to
Mass conversion rates cannot be constant and identical?
