As I recall avagrado's number was the hurdle.
If you can create a pure substance and weigh it, then you have the
frequency f, and the mass m, and f=mv and then you need to massage
those numbers for experimental error, including e, and the distance of
the shell of the electron from the nucleus of the hydrogen atom, as
well as I recall, but we found that at one point, things fell into
place and with that new avagrado's number, you can compute how many
atoms there are in a sample and weigh the atom itself.
All elements being exactly proportional to each other and divisible by
the hydrogen frequency.
Once you have those values, you can measure gravity accurately, but
still probably only over a span of time, could you tell what is really
going on, because thinsg vary all the time, including the rise and fall
of the earths crust, and all sorts of effects from space iof your
measurements are accurate enough.
Like the problems they had measuring gravity in 1998 in that link above
and it turned out that the sprinklers, were on in the morning on the
grounds, and that was enough to change the results of the measurement.
But I'll tell you it is a Eureka moment of Eureka moments when those
values become exact, and you see that no matter which physics formula
you apply, the result is exact, and has no remainder. Lots of other
hidden things show up as well, that you wouldn't expect. Relationships
you don't usually recognize.
Like mass being the same as weight that one is a given, but there is
more like that, and you can interchange values, because often, the
process is the same, but the physicist who discovered said formula or
said property, named it themselves, but it is still mass or force or
energy that is involved.
