Yes to both questions.
Math is only a language. The universe was there before we were here
to undertake describing it, so physical laws and mechanics of motion
existed before we tried to describe them.
However, it is clear that these laws and mechanics cannot be clearly
described without math. It simply is a common language with which
all can be certain they are talking about the same thing.
What remains to be understood of physical reality is still not
properly described with math.
But math being a language, it can be made to describe anything
logically deriving from any set of premises, irrespective of
whether these premises are verified or not, and irrespective of
whether these premises are grounded in physical reality.
André Michaud
Physics is math with units. Many people forget this. ("Let's dump eps0
and let c = G = h = 1, and carry on"). With units you have models, you
have logic, you have cause and effect.
Yes math without physics, but not physics without math, which is the
auditor. The existence of easy equations proclaims intelligent design.

John, *you* are the only one that "dumps" eps0 in natural units of hbar
= c = 1. ;-) Eps0 is equal to 1/4pi in those units. Do you really
think that nature gives a hoot about *our* man-made units? I can't
believe that you can't get used to charge being dimensionless. It just
makes it easy to work with when dealing with quantum probabilities. It
is talk like this that is one of the reason no physicist will pay
attention to your concepts. They all know better.
