Because it only couples to mass. Every other force couples to a
different physical quantity. EM couples to charge, weak interaction to
weak hypercharge, and strong interaction to quark color. Ironically,
gravity is the odd one out, since according to GR it isn't even a
force.

Well, if you can figure out a way to do it, you would most probably be
the first. Every interaction but gravity is already connected together
in various theories of everything that break down to the standard model
when couplings between the interactions are removed. But these are
still very hypothetical. And even then, linking this so-called
superforce to gravity is a bit of a challenge since they entail two
entirely different underlying concepts (QM and GR).

We may either have to declare one force out of four fundamental forces
as prime force or to find other one. Other one should be somewhat prime
to these four forces. So unless these four forces are considered as
complex of one prime force or unless these forces can't be furthur
divided/converted, prime force can't be possible.
