Planck did not require that "energy conservation to hold",
he required that the spectrum of a black body agree with
some equation.

Yep; and one of the previous equations (before Planck:
Raleigh Jeans) gave an infinite
total energy, whereas experiments show that it is finite, because
energy is conserved. (An oven has a finite energy consumption,
so cannot send out an infinite amount of energy)

I will be looking forward to seeing frank_k_sheldon
post examples of experiments that have proved
that action quanta can be create from nothingness.

Any decay of an elementary particle does so.
First no or zero action, then decay (which implies non-zero action).
Or any emission of a photon by an excited atom.
Whenever something happens suddenly,
action is not conserved.

In fact, any quantum jump does not conserve
action. If one prefers, any quantum process
does so. Since everything around us are quantum processes,
ever process, everything we observe does not conserve action.

Just for the others: there is no single
process in nature that conserves action.
If something conserves
action, it is not a process.

show how energy is "sent out" from ovens,

People who say that energy is not conserved
lie; if it were not, these people would be very rich,
as selling energy provides income. Moreover,
if energy were not conserved, we could make
all poor people rich, by providing them with
electricity and other amenities. Whoever says that
energy is not conserved is not only a liar,
but also nourishes false hopes: he is a crook.

It is interesting to see that frank_k_sheldon
does not know that quantum changes
such as (charge * voltage )
result from (frequency * a quantum of action),

and that when a quantum cause occurs,
that there is a (frequency * a quantum of action)
associated with it,

and that when a quantum effect occurs,
that there is a (frequency * a quantum of action)
associated with it.

do not decay.

particle with substructure decays,
that the energy at the decay point equals
h*f

and that the energy at the resulting absorption point
is h*f * the Doppler effect.

If energy, rather than action were
"sent out" from ovens" as frank_k_sheldon asserts,
then the same energy would be impressed on all bodies
regardless of their velocity (Doppler effect) relative to the "oven",
and their distance from it (Red shift).

Folks who understand physics comprehend
that quanta of action are conveyed from
causes to effects, but that the energy involved
is also a function of the relative velocity
between the cause and the effect points.

Whoever says that
energy, rather than action,
is conveyed between causes and effects,
is a liar, or an ignoramus, or a teaser, or a Zombie.
