You can do something a bit easier with a two litre plastic soda bottle and
a foot pump. Half to quarter fill the bottle with water, and use a rubber

As a kid I used to have a toy plastic rocket that worked on a similar
principle; the rocket was filled with some water and placed on a small
handpump (that came with the rocket). The pump would pressurize the
rocket, and then the rocket soared into the air -- probably about 100-200
ft or so, if that.
Unfortunately, I think the nozzle of the rocket broke (a clip on the pump
held it and it was probably subjected to some stress) and it was probably
discarded by Mom shortly afterwards. :-)
Not sure how one would ensure that the soda bottle doesn't twist in the
air. If that bing hole isn't straight a torque is going to be applied to
the bottle.
(Even if it is straight there's probably an issue with water slosh.)
