how to get water to drip at a constant rate

id like to get water to drip at a very constant rate. right now, i
have a small 12dv 300ma pump pumping water straight up through a small
flexible plasic tube, which is arched 180 degrees at the top to form
something akin to a tiny faucet.
however, i cant seem to get it to drip at a constant rate. the problem
is this:
if i pump too much water, the water forms a stream at the end of the
tube, then about an inch down the stream the water falls apart into
tiny drops (the point at which the stream breaks off into drops varies
sporadically and thus does not provide constant drippage).
as i lower the flow rate of the pump, the stream will shorten until at
a certain point the drops start falling from the end of the tube.
however, they still do not fall constantly. the drops will vary from
falling from just at the end of the tube, to about one drop in length
below the tube. i cannot seem to get rid of this unwanted phenominom.
the tube is not visibly vibrating or being weighed down by the drops
falling, so that's not a problem.
possible the water pump just cant a constant enough flowrate?
so, i ask, how can i get a very constant drippage of water? the more
drops per second, the better, just as long as they drip at a constant
rate!
