So how come Richard Branson gets to see the Whale_Engine and I don't ?

Surely your team needs one or two testers
before you spend billions to roll out 10 million engines.
Why not set me up with super cheap electricity by
putting me on a boat with a Whale_Engine running 24/7,
so I could make money selling power to the grid ?
