The doubtful donkey has no concept of the vast array of equipment
available in the radio room of a modern ship. Its not like WWII where
they had a couple radios, and a couple operators to work around the
clock. Any band, andy mode, including SATCOM. Subs have VLF
capabilities when under water, and everything else when on the surface.
Its part of every ship's mission to be on the alert for disaster, and
render aid. That means being able to communicate on any commercial
band. Even private planes or boats with radios require a license, and
are on assigned bands and channels.
