Nobody can give a straight answer to your question.
First of all, there is no vacuum = empty space !
You can not find any empty space in this whole Universe.
In every place you will find at least electromagnetic radiation
at any given time.
One could have the idea that: THIS IS VACUUM !,
a place where electric and magnetic fields exist simultaneously
and permanently.
When we claim that we are "creating" a magnetic field or an
electric field it means that, we are "MODIFYING" the existing ones!
( This could be the answer to your question! )
Sure, the existing ones are randomly oscillating which gives a
zero average intensity field. This field can not exert too much
an action on things, yet it has energy as quantum physics shows us.
But , how about those strong electric or magnetic fields?
My present idea ( which could, of course, change) is
that,
the 2 fields are like deformations in an elastic medium.
Imagine that you squeeze a rubber ball along a given direction.
The ball will be deformed not only the way you wanted!
It will be deformed simultaneously along other directions too.
For example, along the directions perpendicular to your action.
This could be one way the 2 fields are "creating" each other !
(Yeah, this idea kind of reinstates the aether concept.)
