Here is classified info: they recycled waste newspapers and printed
notes on it. Govt of poor countries don't have that centrifuge to
enrich waste newspapers to currency note quality.

And the tech which enrich uranium is same tech to enrich waste
newspapers. That is the reason for tension between N Korea-Iran and
USA, EU.
