I seem to recall reading something a few years ago indicating that the
soil of earth used to have a higher grounding effect (correct me if the
words are wrong) before the atomic bombs were unleashed and after
they were delivered in World War II.

Is that correct or not?

I doubt it. On a geological scale, all the atomic explosions ever set
off are pretty miniscule.

I could find it plausible that the intense heat and radiation would
change
geological properties within a few kilometers, possibly including
conductivity.

Ground conductivity is determined by the composition and moisture
content. Moisture content dominates.

The first rain would take care of any heat effects.
