If you know the current then you know how many electrons are flowing,
which is enough information to calculate your energy flux.

For any given current, the velocity of the electrons making up that
current is dependant upon the medium through which they are flowing.

It is trivial to build a circuit with a given current throughout that
has electron velocities that range from brisk walking speed to just
short of C.
