For the purpose of voting for this award for this ballot only, I am
counting as members of the "Hater Cabal of alt.music.michael-jackson"
those people who 1) voted /only/ for Pamela Russell for Kook of the Year
(and did not vote in any other category) on the 2006 Kooks of the Year
Ballot, 2) didn't vote on the 2006 Kooks of the Year Ballot, but voted
/only/ for kooks from ammj on the September, October, November, and/or
December 2006 ballots (yes, I do have these votes on record), or
3) didn't vote in any of these elections, but has made the majority of
their posts to alt.music.michael-jackson. Any voter who fits any of
these criteria will have any vote for the Dog-Whistle discarded as a
vote for or against oneself and risks having the entire ballot
disqualified. On the other hand, any voter who voted for candidates in
categories other than Kook of the Year on the 2006 Kooks of the Year
Ballot, or if they missed that ballot, voted for non-ammj kooks on at
least one of the last four monthly ballots of 2006, is not considered a
hard-core member of the AMMJ Hater Cabal /only/ and will be allowed to
vote for the Dog-Whistle. Of course, if you have any doubts, don't vote
on the Dog-Whistle. That would be the safest course of action. The
justification for this ruling is threefold: 1) prevent the most blatant
form of conflict of interest, 2) ensure a competitive election, and 3)
encourage members of the Hater Cabal to expand their interests to kooks
outside their home group, while rewarding those who already have done
so.

For all other awards, the rules will be enforced as they always have
been--vote for or against yourself and the ballot will be turned into
Fluffy's litter box filler!
