The optical model, the most basic of scattering theories in QM,
concludes that the cross section for inelastic scattering cannot
exceed that for elastic scattering.

This has naught to do with "tunneling". It has everything to do
with that bright spot, smack dab in the center of the shadow of
an opaque disc. So well known that, before QM, a cash prize
was offered for it's explanation.
