Setup costs are often waived, as ISPs try to attract subscribers.

More than that, the internet itself is increasingly free. Many
businesses and libraries (including a coffee shop I'm very fond
of about a mile from here) offer broadband wireless internet
absolutely free. No charge, zip, nothing. And to compete with
them, the Dunkin Donuts across the street started doing the
same thing.

In your limited universe, you may not have run into such
things as "free wireless" or "businesses competing for customers"
but they are out there. Seattle has dozens.
