UFOs--Punching a Hole in a Cloud

Very recently there was an article about a UFO observed in the area of O'Hare airport by quite a few people, including pilots and navigators. The object was described as quite circular and motionless until it shot straight up and punched a hole in the clouds. The report went on to say that "the punching a hole in a cloud" effect had been observed before. Where? What atmospheric effect could do that?
