Energy required to release histamines in the human body using radiowaves?

We know from published research that histamines can be released in the human
body using radiowaves of a certain frequency. I don't have the original
sources to this research so does anyone have a link to them or know more
specifically the amount of energy required to do this? Would a cellphone
have enough energy and what would the range be?
