The sliding vanes are held in flush in the rotor by the spring.
a cam wheel inside the rotor is off center and te vanes run ove it and
get pushed out the rotor.
The cam can move and change how much vane is out.
a shoe slides and maintains a gap at the top .
it moves if the cam moves.
its steam tite when lube is tossed in the vanes.
