Because that didn't seem to go anywhere so I thought maybe they just

The same goes for Chechnya. You don't have to let them separate. Have
they had an election? Have an election, a referendum, and ask them, if
they want to leave or be good citizens. Stalin just deported them to
Siberia and Central Asia, after they joined the Nazi's.

I wouldn't give them the area to be their own country. They want to
rise up and do terrorist activity, and win the wealth of the region?
They don't seem very reasonable or by now you would have made some
sort of deal with them I would think.
Give them Vodka and maybe you can turn them around.

Or else you have to just turn it into a military state, build
fortifications, restrict travel, and police the region.

Just warring with them is not the way to go with this. Obviously.
You have to design the region to be fortified, working through it, to
protect areas for peaceful havitation and isolate the bad guys. Cut
off their supply routes, and eventually they will have to comply and
give up this useless fight.
In the mean time, you need to just fortify the region, build walls,
fences, lookouts guard towers, safe centers, and use protected routes
for air travel.

Its a war zone. It has been a war zone for years and years and so you
have to just accept that. Its a region that has a lot of wealth in the
ground and people are always willing to fight to try and get at it.
So, what choice do you have, except to make it safe, for those who
want to live there in peace.

Wouldn't that region be prime for development with migrant workers?
It is rich in resources and it needs manpower to build walls and
fortifications, and to work in the various industries there and it
will pay for itself because you have something there you can take out
of the ground.

I would think you should be able to do that easy enough. It is a
military type zone and it could all be handled by your military. Just
provide safety for the workers, and good food and shelter and keep
their work stints to 6 months or so and then send them home.

What about the Chechnyans?
You provide jobs for them as well as development progresses. Higher
skilled jobs as foremen and millwrights and equipment operators etc.
Then they will be less likely to cause trouble if they are part of the
process.
