by Julian Barbour. In fact he wrote a book about it called

I'm not really into time travel - just that I saw an article about a
theoretical physicist called Ronald Mallet claiming time travel is
possible or will be this century. He believes he will able to prove
it's possible. Something to do with coffee and a spoon.:)
It's interesting to define what 'time' is - whether it exists in the
same way as matter. If time doesn't exist it's impossible to go back
or forward in time. If someone can prove time exists - they can define
it or show it as some form of matter, fair enough. In all probability,
time is just a man-made measurement to help bring order to our lives,
and we've fooled ourselves into believing this measurement has some
pseudo space-time related atomic structure!:)
