No, the scale factor is increasing, which means things are getting farther
apart. It's not clear that the universe is getting bigger in any global sense.
If you do believe that it is getting
bigger, then there must be something that is getting smaller
comparitively. What might that be?
Metersticks and atoms and the diameter of the earth's orbit, for example.
Your argument that the universe as a whole is expanding can be valid
if we assume that the individual entities of the universe are getting
smaller thus increasing the distance between them.
